‘In my backyard please’— Naar maatschappelijke acceptatie van in stadsdelta’s geïntegreerde zonneparken.

Aanleiding
Uit de contouren van het Nederlandse Klimaatakkoord blijkt dat naast de gebouwde omgeving ook flink wat andere gebieden, waaronder landbouwgrond, bedekt zullen moeten worden met zonneparken. Maatschappelijke acceptatie gaat een cruciale rol spelen zodra deze parken in het openbare gebied neergezet worden. Het Nationaal Consortium Zon in Landschap streeft er naar om deze acceptatie te vergroten met behulp van inspirerende ontwerpen, co-creatieve ontwikkelingsprocessen en geavanceerde PV-technologie.

Doel van het project
Dit project heeft als doel vast te stellen hoe betaalbare grondgebonden zonneparken ontworpen en ontwikkeld kunnen worden. Het project sluit aan op het TKI Urban Energy programma voor fysieke integratie van PV-systemen in de openbare ruimte.

Korte samenvatting van activiteiten
Dit project gaat van start met een onderzoek door sociale psychologen naar de latente behoeften van een gemeenschap en belanghebbenden op een locatie in Nederland waar men waarschijnlijk geconfronteerd gaat worden met zonneparken (TNO/DIG – Design Innovation Group / WUR). Het hieruit volgende rapport dient vervolgens als basis voor een nauwe samenwerking tussen landschapsarchitecten (WUR), ontwerpers (DIG), printvisualisatie-experts (TS Visuals) en PV-experts (TNO) op het gebied van landschapsintegratie, de ontwikkeling van een slimme mock-up van een PV-systeem en de organisatie van co-creatie workshops met omwonenden. Via een serie ontwerpstappen wordt de synergie gezocht tussen PV en diverse landschapstoepassingen zoals landbouw, biodiversiteit, recreatie en/of watermanagement. In de PV mock-up worden sensoren geplaatst die gedurende een aantal seizoenen de instraling meten op de ondergelegen grond en de directe omgeving van de mock-up, om beter te kunnen voorspellen hoe biodiversiteit en grondkwaliteit zich ontwikkelen (TNO). Ook wordt in deze periode het effect op plantgroei en andere gevolgen van het park gemonitord (WUR).

Resultaat
Het project levert meerdere ontwerpen op van in het landschap geïntegreerde zonneparken met diverse landtoepassingen, evenals diepgaande kennis van belanghebbendenparticipatie. Daarnaast zal een nieuw onderzoeksinstrument worden ontwikkeld waarmee, voorafgaand aan de commerciële ontwikkeling van een park, locatie-specifieke voorspellingen kunnen worden gedaan over de ontwikkeling van biodiversiteit in het betreffende park.

In my backyard please — Towards societal acceptance of landscape integrated PV parks in city deltas (Acronym: In my backyard please) is a innovation project which is subsidized by the TKI Urban Enery (PPS-toeslag 2018).

Motivation
The contours of the Dutch Climate Agreement show that significant land areas outside the built environment, such as agricultural land are required to be covered with PV Parks. Societal acceptance becomes pivotal when these parks are placed in public view. The national consortium “Zon in Landschap” strives to gain this acceptance with inspiring designs, co-creative development processes and cutting-edge PV technology.

Project goal
The aim of this project is to determine how to design and develop affordable ground-based PV parks that are societally accepted and desired. The project is in line with the TKI-Urban Energy program on physical integration of PV systems in public space.

Short summary of activities
The project starts by investigating the latent needs of a community and stakeholders by social psychologists at a location in the Netherlands that are likely to be confronted with PV parks (TNO / DIG- Design Innovation Group / WUR). Building on this report, a close collaboration follows between landscape architects (WUR), designers (DIG), print visualization experts (TS Visuals) and PV experts (TNO) targeting landscape integration, the development of a smart mock-up of a PV system and the organization of a co-creation workshop with residents. Through multiple design-steps the synergy is sought between PV with multiple land uses for agriculture, biodiversity, recreation and/or water management. Sensors are integrated in the mock-up to monitor the irradiance on the soil below and surrounding the PV mock-up system over several seasons which helps to predict the development of biodiversity and soil quality (TNO). During this period the impact on plant growth and other consequences of the park will be monitored (WUR).

Result
The project delivers multiple designs of landscape integrated PV parks featuring multiple land uses and in-depth knowledge about stakeholder involvement. In addition, a novel research tool will be developed that allows for location specific predictions of park bound biodiversity development in advance of commercial park development.
